If you plan on taking out Loans through the Federal Government you must complete noth the Promissory Note and the Loan Entrance Counseling on-line.  The promissory note can be filled out by visiting www.dlenote.ed.gov/empn/index.jsp and the loan entrance counseling can be completed by visiting www.dl.ed.gov.
